The floors are very bad especially over on Fairview street.

My mother lived in an apartment at South Oak Towers for 15 years. When she moved out the Ottumwa housing Authority kept her entire security deposit because she didn’t report to them that her medicine cabinet was rusting. They admitted that rust on a medicine cabinet is no fault of hers, AND had she reported it while still living there, they would have replaced it for free (but only while she lived there). Since she moved out and they found that the medicine cabinet was rusting (over the course of decades), they charged her for it and kept her entire security deposit for that one thing. She is an elderly woman, and she did not see the rust as anything more than cosmetic. When her refrigerator was not working, they took weeks to rectify it. When her heat was not working- same thing. And now they are charging this elderly, impoverished woman, her entire security deposit because she didn’t tell them that her medicine cabinet was rusting. Predators.
